Minestrone (Suzanne Withers)

1 lb. ground beef (browned); 2 sliced onions; 2 T. green pepper (chopped); 4 stalks celery (chopped; 4 c. potatoes (diced); 1 qt. canned tomatoes; 1 qt. water; 3 c. diced carrots; ¼ c. barley; 6 whole allspice; 1 clove chopped garlic; 1 bay leaf (crushed); 1 t. sugar; 2 T. parsley; 1 T. Worcestershire sauce; 3½ t. salt; 1/8 t. pepper.

Simmer 3-4 hours. Sprinkle with parmesan cheese.
